suggest anybody else, and it will take some time to get the
man wanted. Perhaps we can hold the Cabinet question in
abeyance until that of the Supreme Authority has been solved
for the present no definite arrangements can be suggested fox
it.
The suggestions persistent among outsiders as to who
are or are not qualified for the Cabinet, are all premature.
The North and the South.
Taking the past history between likden and Sun Chung
Shan, an agreement between the North and the South is not
impracticable. In the 11th year of the Republic (1922)
C. C. Wu came to Mukden under the directions of Sun Chung
Shan, and negotiated with us a joint mobilization against
Wuhan. Thereupon the Mukdenese troops were mobilized and
entered the Shan Hoi Kwan. Sun also marched from Kwangsi
to join us at Wuhan. But he was hindered by Chan Kwing Ming
and so he did not succeed in his enterprise. Later Sun
attempted to force his way out through Kiangsi, but also
failed. Although Sun was defeated twice, yet the alliance
between Mukden and Sun was a fact. Next Wong Ching Wai,
Ching Chim and Cheung Kai came to Mukden, proposing the
Russo-Mukdenese Agreement. Mukden accepted it and treated
them with due courtesy. Later Sun Chung San went to Shang-
hai, and Mukden often supported him with supplies of
materials. At last a triple alliance was again made, and all these will prove that no bad feeling has ever existed between Mukden and the Kuomintang. What we aim at is to
punish the Communists. At present only Tseung Kai Shek can really oppose the Communists, and an agreement with him is not questionable. Wu Tsz Yuk (Wu Pei-fu) was our enemy and
Sun Hing Yuen (Sun Chuen-fang) had once driven us out:
